(At least I think that's what's going on here). Every other browser collapses margins here.

Load the test case. Compare with Safari or IE.

We have a not-very-thorough hack for this in our quirk-mode UA style sheet. We have an old bug on improving that hack -- but it's quirks mode, and it's getting lower and lower priority.
