Details
Mouse scroll on the tab-bar doesn't change tabs in GTK, and just scrolls the list. Since changing the tabs with scroll is the default behavior in GTK, it's a bug.
I think scroll changes tabs in Win, and I tried to find a pref for this, but couldn't. I'm not sure if it exist; but if not, it's good to make one to switch between these two behaviors.

Mouse wheel scroll doesn't change tabs on Windows. I would be ok with this as long as it's a pref, as being able to scroll without changing tabs has become an integral part of my browsing style, as I have so many tabs, and the "All Tabs" button is slightly broken. Anyway, this is just a dupe of a bug that's had lots of dupes, but I can't find it right now.
