Seen using Mozilla/5.0 (Macintosh; U; Intel Mac OS X 10.5; en-US; rv:1.9b4pre) Gecko/2008021404 Minefield/3.0b4pre

STR:
1. Open the Preferences Window
2. Put your mouse pointer next to Advanced Tab and try to drag the window.

Expected: I could drag it
Actual: I have to reposition my mouse in the top most area to drag the window.

I compared this to Safari preferences window. Even though they don't have as much space as we do at the end of the icon pane, it is still easier to drag the window than it using Firefox.
This happens using Tiger as well.
Depends on the fix for bug 398928, "Allow moving a unified window by dragging its toolbox".  But bug 398928 comment 14 makes me think the patch there won't fix this bug.
