the Alt+[key] combinations in the main window don't work. pressing alt+ק to open the File (קובץ) menu does nothing.
pressing Alt+F or Alt+E (ק is located on the E key) doesn't work either

Reproducible: Always

Steps to Reproduce:
1.install firefox 3 beta 3 hebrew version
2.press Alt+ק
3.
Actual Results:  
nothing happens

Expected Results:  
File menu should open

you may want to try doing that with your keyboard in hebrew layout too, to see this is not related to codepage.
this could be a regression from bug 69230.

Tsahi, can you please check if the other accesskeys are working in other places, and if Ctrl-Z/X/C/V keys are working as expected?

Ctrl-Z/X/C/V keys are working as expected. Alt doesn't work on places, options window and the error console, i assume it doesn't work in other places too.
