Add an item in dock menu to allow new menu creation.
This should help when Fx has no focus and particulary in the case where there is no window in desktop area (minimized in dock, hided, ...). With  this item, you haven't to make appear a window to create a new one

Reproducible: Always

Steps to Reproduce:
1.Open one Fx window and browse the web. Minimize it to dock, or close it, or hide it.
2.Use an other application
3.Try to open a new windows without having to show the first one
Actual Results:  
When clicking the Fx dock's icon, Fx expand the last focused window and then allow you to open a new one (by the Files menu item)

Expected Results:  
Open a new window without having interaction (expand, show, ... first) with the last focused window
