This occurs only when dragging items into or inside the bookmarks manager. Dragging items out of the manager onto the actual bookmarks toolbar works, as does dragging items into folders outside of the manager.

Reproducible: Always

Steps to Reproduce:
1. Create a bookmarks folder.
2. Attempt to drag a bookmark into that folder in the bookmarks manager.
Actual Results:  
No visual change indicates that the folder is highlighted as the bookmark is selected and hovering over the intended drop folder.

Expected Results:  
The destination folder highlights and the bookmarks moves from its place into the folder.

This appears to WFM with Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.9b4pre) Gecko/2008022200 Minefield/3.0b4pre

Seems to be a dupe of Bug 405198, please retest with latest nightly build if you still can reproduce this.
