With padding specified in percentage, rendered text wiggles slightly as the page is resized.
Steps:
1. Open the attached testcase
2. Slowly resize the window
Result: different letters move at different points in time, the space between letters varies over time
Expected result: the text should shift as the window is resized but the space between letters should be pretty constant
