This is a normal part of an install which obviously must be performed by 
someone with install rights for those directories.

If the chrome registry files are being changed at other times then you can 
re-open and assign to the XPToolkit folks.

Daniel, yes, the are written at other times. E.g. the theme selection is stored
in user-skins.rdf, which also means that the same theme applies to all users (it
is hard to believe, but it really is that way IIRC). REOPENing.

Also, I don't think, root should run Mozilla *anytime* (currently). See comments
inthe meta bug.

The theme selection is improperly using the install dir.  It should be using the 
profile dir.  Reassigning to ben.

sure, but what about the others? I'm resummarizing to reflect the fact that I'm 
only fixing where skins are installed. If the reporter is concerned about the 
others, file against senor hyatt.
