Tested with beta 4 and Mozilla/5.0 (X11; U; Linux i686; fr; rv:1.9b5pre) Gecko/2008030904 Firefox/3.0b4pre ID:2008030904
Setting severity to major since this could break sites that do locale detection from the UA

I think the problem was firefox-l10n.js' encoding. Commited. Will mark bug as fixed as soon as I confirm it.
Thanks to Pascal for finding this and Wladow for finding the encoding issue.
