If sheets are displayed during session restore (quit and save tabs, relaunch) then some of them are missing information.

Reproducible: Always

Steps to Reproduce:
1. Set preference to ask me about setting cookies
2. Clear cookies exception list
3. Open some tabs that use cookies
4. Quit, choose "save tabs"
5. Relaunch Firefox
Actual Results:  
Some sheets are empty.

Expected Results:  
All sheets should have complete information.

This also happens with username password (auth) sheets.

Jonathan, as I am not in front of a Mac right now, I'd appreciate any help you can give in reproducing this on a current Firefox build.  Can you reproduce this on the latest release of Firefox (3.6)? Can you reproduce this on the latest Minefield nightly?

Unable to reproduce in Mozilla/5.0 (Macintosh; U; Intel Mac OS X 10.5; en-US; rv:1.9.1.8) Gecko/20100202 Firefox/3.5.8
