Per CSS3 Selectors, it should only match the "root content of a document". I'm assuming they'll rephrase it per my suggestion as "an element which is the documentElement of its ownerDocument".

Indeed. I should note that I'm not planning to pursue approval for this at this time; I'll just land it when I get closer to landing bug 416317, since that's when I'll be able to test it anyway.
