422879 - Add ability to instantly process a pending report

The web app needs to have the ability to give top priority to a given list of crash uuids.

This use case is needed to help speed debugging and analysis of crashes on test builds.

Currently:
1. Firefox dev crashes and submits to breakpad collector
2. Dev waits longer than 15 min for the report to be processed (sometimes hours), hitting f5 but getting a 404
3. Dev cannot continue analysis during wait period, stalling progress

Temporarily, we need:
1. Firefox dev crashes and submits to breakpad collector
2. Dev logs into socorro and queues specific UUIDs
3. Reports are completed immediately and viewable at expected location

Long term, we need better status updates for pending reports i.e. how far behind we are, etc.  We could also potentially process a report on-the-fly if it is specifically requested but not yet processed.  It's worth more thought, but we should have a stop-gap we can deliver in the next week.
