If you enable style on this page, a thin extra line appears below the fraction separator and below the radical sign.
It looks ok if you disable the page style.

i.e. it requests that any non-first child of mfrac (denominator) has a solid thin border above, and that mfrac has a solid border above and to the left.
Mozilla is drawing the requested borders.
The reason for those borders being requested by the style sheet is that, without them, Opera doesn't draw the fraction separator or the lines for the radical.
Mozilla is able to draw the fraction separator and radical so both the border and the symbol are drawn (as described in comment 0).
I think this style sheet was designed as a user-agent style sheet (rather than an author style sheet) only to be used in browsers that can't draw the symbols.

I don't think this is a bug in Mozilla.
If you think that the document provides information to indicate that either the borders should not be drawn or that the mathml symbols should not be drawn, then please reopen, but as I see it the document asks for both of these to be drawn.
