I'd like to be able to spawn a new window when I've reduced Firefox to just the downloads manager, but the functionality appears to only exist on the Mac version.

Reproducible: Always

Steps to Reproduce:
1. Open the downloads manager.
2. Close all other windows.
3. Press Control+N.
Actual Results:  
Nothing happens.

Expected Results:  
A new window opens.
