This forces users to do their drag to add bookmark operation quickly before the tooltip appears. Reproducible: Always Steps to Reproduce: 1. Go some website via the location bar, ie. www.google.com 2. Drag the website's favicon to the bookmark toolbar. 3. A tooltip will appear: 'Drag and drop this icon to create a link to this page'. Actual Results: A tooltip overlays the area in which the mouse hovers over the bookmark toolbar, thereby covering potential drop targets such as bookmark folders within the bookmark toolbar. (In reply to comment #1) What I see on Windows may not be the same bug for I see a different tooltip: "This website does not supply identity information" but annoying as well because you have to wait until the tooltip disappears.

This bug may be a duplicate of bug 312852, which is Mac-only.

I can confirm this as well on Windows XP with with version 3.0.1.
