Combined with bug 424872 this should improve session restore performance for SSL pages, as well as SSL page performance in general.

WONTFIX based on the fact that I misunderstood what this pref does. By default we now cache SSL content when the server asks us to; setting this pref to true would cache SSL content at all times, which is inappropriate.
