42607 - signature wrongly wrapped while converted from HTML to Plain Text

A Japanese signature gets wrongly formatted when HTML-composed message is 
converted to Plain Text on Send as selected in the Option.
Most of the line feeds are ignored and wraps are insetrted as if they are a part 
of the body text, but not exactly the same manner as body text.

Cc'ing Ben. This might be somewhere in his area of interest 
also.

With 6/14/2000 Win32 build, I see different results with
regard to "-- " at the beginning of a signature block.

1. When sent as Plain text mail under Japanese (ISO-2022-JP),
the signature marker is "--" without the space and it is
format=fixed.
2. But when sent as HTML-to-Plain text mail under Japanese (
ISO-2022-JP), the signature marker is "--SP" with the space
and the format=fixed.

We are having a problem with Case #2. 

By the way, you can attach an ASCII signature block to
reproduce this bug as long as the text body contains
some Japanese data from a page like:

I do if I can send format=fixed mail with Latin 1 setting.
But I can't do that easily without changing the prefs.js.
That is why it is easier to reproduce with JPN msg which
is now always format=fixed. 
But when you send plain text Latin 1 msgs from 4.7x, 
you see this problem immediately.
