When the mouse-wheel is scrolled over a normal GtkNotebook, this switches the currently selected tab. Currently in Firefox, this does nothing, unless you have so many tabs open that they cannot all be displayed at once, in which case it will scroll the 'viewport' of the tabs.

Instead, it should switch the currently selected tab, to match the behaviour of other GTK2 applications.

Steps to Reproduce:
1. Open up a browser with two or more tabs
2. Place cursor over the tab bar
3. Scroll mouse-wheel
Actual Results:  
Nothing happens

Expected Results:  
Tabs should be switched

I don't know how this should affect the behaviour of scrolling the tab-bar viewport - GtkNotebook behaviour is that it scrolls to make sure the currently active tab is visible and the arrows at either side also switch active tab rather than scrolling the tab view.

Personally, I think some combination of both behaviours would be desirable, but I'd rather all my applications behaved in the same way.
