bmo wants to be able to enable letsubmitterchoosepriority but only for people in editbugs.

Instead of hardhacking these things to any specific group, I think we should change all of them to support user specified groups.

for these, the param should be "user may choose if user is in group: []"

for people curious about it... if you need an "everyone" group, it's simple to create: create a group "not for bugs", regexp ".", name "everyone".

Most of these commenton* parameters no longer exist in 3.2. I think everything else is covered by bug 90619.
