As http://l10n.mozilla.org/dashboard/unchanged.html#de lists, both http://bonsai-l10n.mozilla.org/cvsblame.cgi?file=/l10n/de/toolkit/chrome/global/about.dtd&rev=1.4&mark=1-19#1 and http://bonsai-l10n.mozilla.org/cvsblame.cgi?file=/l10n/de/toolkit/chrome/global/license.dtd&rev=1.8&mark=1-5#1 are currently untranslated in German, but we probably should do that.

Mozillan Firefox End-User Software License Agreement is in English and should be localized to the appropriate SKU, ie. DE.

I'm in favor of translating about:
but about:licence is a completely different beast. There are 20 different licenses on that page and are they of much use when translated? They wouldn't be legally binding, right?

If you want to translate about:licence, talk to me first. I would recommend not translating the licence text but, if you wanted to, we'd need to put in big disclaimers about how the translated version wasn't legally binding.
