Apparently having the download manager open prevents "save and quit" from being offered when closing multiple tabs.

Reproducible: Always

Steps to Reproduce:
1. Open two or more tabs.
2. Attempt to close all tabs.
3. You get three options, save and quit, quit, cancel.
4. Cancel, and open the Download Manager.
5. Attempt to close all tabs again.
6. You get two options, quit, cancel.
7. Close Download Manager
8. You get the original three options
Actual Results:  
Download manager windows should not affect the ability to save your tabs.
