When I choose 'Report Broken Website' (from the menu or the toolbar), it doesn't work. I get the 'Privacy Policy' dialog box (every time, even though I've agreed to it AND checked about:config), but the dialog box has no privacy policy in it. Then when I choose the 'Agree' checkbox and click Done, the box vanishes and the actual 'Report a site' box doesn't show up. 

Reproducible: Always

Steps to Reproduce:
1. Click on 'Report Broken Website...'. The empty Privacy Policy box should come up.
2. Agree to the (lack of a) policy, and click Done.
3. Watch carefully as nothing happens.

Actual Results:  
Nothing. The box didn't work.

Expected Results:  
The 'Report Broken Website' dialog box should have appeared.
