In the Region selection box in profile creation, there is a bug in the <tree> so
that treecells within a row are multiplicated by the template instead of the
rows, and so locales are not seperately selectable and displayed next to each
other instead of underneath.
I've a fix: I moved the uri="..." part from <treecell> to <treeitem>.

Nominating for nsbeta2.
Now that we have a couple of locales, it would be nice if you could actually
select them from the profilemanager.
Attached patch fixes that.
