STR:
Drag a tab to the desktop

Expected:
New window with that tab in it

Actual:
Link to website

Dragging the site favicon to the desktop should still create a link, but a tab drag should spawn a new browser window with that tab in it. This request does *not* require that the DOM state be preserved, as that's a much bigger deal. This request deals only with the idea of capturing that event and spawning the window (moving the tab the same way drag-and-drop between windows works right now).

Actually, seems like a dupe of bug 225680.  If not, feel free to re-open.
