It's unclear what the EULA situation for XULRunner-the-app is. Prior to bug 368091, the about:license in XULRunner would have had a MoCo EULA block, and post-368091, XULRunner's about:license will be the generic toolkit.jar version (no EULA block).
In bug 368091 comment 12, Benjamin says that there will probably be a XULRunner EULA. Now that bug 368091 is in, XR can use the same method I used there for Firefox to build a customized license.html file with the appropriate EULA block and set up chrome overrides to make that function as "about:license" for the app.
Filing so this shows up on the XR radar for whenever the EULA decision is made.

There is no XULRunner UI... XULRunner is just a framework. Apps built on top of XR have to solve this for themself, using about:license or custom UI.
