Steps to Reproduce:
Load data:text/html;charset=utf-8,<p>�</p> or data:text/html;charset=utf-8,<p>%ee</p>
Actual Results:
A hexbox containing the digits 'FFFD'
Expected Results:
A black diamond containing a white question mark
I don't have MS Office installed on this machine, so no Arial Unicode MS font. Fx 2 shows a question mark, which is better than a hexbox. Installing Arial Unicode MS solves the issue.
Since 1.8.1 at least displays a "?", IMHO this needs

This is still occurring on XP.
I get the expected result in Firefox 50.0a1. Please reopen this bug report if it still reproduces for you.

Nevermind, I missed this was Windows XP specific. I can reproduce this with current builds in a Windows XP VM.

This just means that XP doesn't include a font with support for the character U+FFFD. So a hexbox is the expected rendering. I don't really think it's worth us trying to provide some other kind of fallback rendering for that codepoint, in the absence of a font that supports it.
