The problem is pretty simple, we just need to accept "basic" as well as "Basic". It turns out that Netscape Admin Server 3.5, probably among others, does not send out a capital B. This is a regression because it worked before. See bug 37886 for more details on this one (towards the bottom, mixed in with prose).
