I was using the trunk of April 11th that never had this issue then upgraded to this one, sometimes scrolling by Up/Down/PageDn/PageUp keys stops working in this version. It's not reproducible. Opening the page in a new window fixes it. I see no errors in the Error Console.
I'm experiencing this bug too in recent builds (currently on: Mozilla/5.0 (Macintosh; U; Intel Mac OS X 10.5; en-US; rv:1.9pre) Gecko/2008042511 Minefield/3.0pre). 

Sorry I don't have time to work out a regression range!

Looks to me to be a dupe of bug 430723.
