This happens everywhere on every site. Reproducible: Always Steps to Reproduce: 1. 2. 3.
This isn't a bug, but a feature called caret browsing. It's an accessibility feature, to make navigating around the page with the keyboard easier. Hit F7 to enable or disable it.
