filtering rules to whitelist/blacklist cookie names, possibly by site pattern.

It would be great to control acceptance and emission of cookies by set of rules.

The rules could include name and domain matching (doesn't have to be a regex, just startwith/endswith/contains).

The acceptance policy of a rule (if enabled) would describe the retention policy of the cookie: override expiration date, or force session cookie only.

The emission policy of a rule (if enabled) would describe the condition to send the cookie (for now, I can only forsee on/off).

The point is to prevent cookies from lasting too long or too short, or being clobbered by unacceptable sites, or to prevent sending cookies to some sub domain or sub paths.

It is definitely a powertoy, but the basic acceptance filtering is usefull for novice too.

Maybe a powertoy, but also pretty useful in order to get rid of tracking cookies emitted by various websites without blocking useful session/preference cookies.
