The pref caterogy tree appears empty

Reproducible: Always

Steps to Reproduce:
1. Select Preferences... from the Edit menu

Actual Results: 
The right hand side of the pref dialog is drawn OK, but the caterogy tree on the left 
appears blank.

Expected Results: 
Expected Mozilla to display a list of preference caterogies.

It is possible to move between categories by clicking on the blank area and using the up 
and down arrow keys.

h'm, sounds like bug 42539... could you try the workaround there and see if that
clears things up? thx.

Bug 42539 is about the panel on the right not being displayed correctly while the 
category list is displayed correctly. This bug is about the category list not being displayed 
while the panel on the right is displayed.
