When we use Luna style icons (Windows 2000, XP), cut, copy, paste buttons do behavior different from other Navigation Toolbar buttons at the time of mouseover on Luna style icons. 

* cut icon, copy icon, paste icon:
usually -> normal color
hover(mouseover) -> hot (deep) color

* other icons:
usually -> normal color
hover -> bright color

1. This behavior doesn't have the union feeling. And, the End-user is confused. 
2. The default theme is a "Reference". The third-party theme developer is confused. "Why are only these toolbar buttons different behavior?"
