tooltip obscures bookmark toolbar when making a new bookmark

When I drag the icon that is to the left of the URL bar into the bookmark toolbar folder in order to make a bookmark, the tooltip that pops up obscures a folder or two in the bookmark toolbar folder, leaving me unable to drop the bookmark into that folder.
Reproducible: Always
Steps to Reproduce:
1.Go to a webpage with a longish amount of identity information. An unsecured page will do. For example, http://www.chowhound.com/topics/492929.
2.Hover the pointer for a moment over the icon that it to the left of the URL bar. A tooltip will pop up, obscuring part of the bookmarks toolbar.
3.Press the mouse button, and drag onto the obscured part of the bookmarks toolbar.
Actual Results:
The tooltip obscured the folder into which I wanted to drop the bookmark. When I tried to drop it into the obscured area, the bookmark was not created.
Expected Results:
I expected that the tooltip would disappear as soon as I started dragging, un-obscuring the folder into which I planned to drop the bookmark.
This can be worked around by very quickly moving the mouse over the icon and starting to drag. But that's annoying: I shouldn't have to race the tooltip for control of my screen.
