Reproducible: Always
Steps to Reproduce:
1. Open the attached testcase.
2. Move your mouse to the link and start dragging it away (e.g. drag it down ~100 pixels)
3. Keep the mouse button pressed.
Actual Results:
Tooltip for the element appears.
Expected Results:
No tooltip should appear.
The bug occurs irrespective of whether the tooltip was visible when the dragging starts or not.
