434861 - Ctrl-W fails on last tab if "Always show the tab bar" is checked

Firefox 3.0rc1 on Ubuntu Linux 8.04.

Steps to reproduce:

- Open Preferences
- Go to Tabbed Browsing
- Check "Always show the tab bar"
- Open a new window
- Press Ctrl-W

Expected: Window closes
Actual: Window does not close

It's not possible to close a window using Ctrl-W if this preference is set. The window flickers but stays open - it's as if the tab closes but before the window can close, some code opens a new one! This is clearly broken - just because I always want a tab doesn't mean I don't want to close a window.
