Elements in the first form can not be activiated with mouse clicks and only work using keyboard tabbing. I have submitted a fairly minimal test case illustrating the issue. Reproducible: Always

Test case illustrating issue. The "select report type" dropdown can not be selected.

For what it's worth, the test case works fine in IE.
