I have two forms on a page (not embedded) with styles that cause the first to visually lie within the area of the second. Elements in the first form can not be activiated with mouse clicks and only work using keyboard tabbing. I have submitted a fairly minimal test case illustrating the issue.

For what it's worth, the test case works fine in IE.
