Given that we're approaching the 3.0 release of Firefox and it's 2008, It seems very outdated and pointless for a browser to need to completely restart to install extensions. Many other extension- and plugin-bearing programs do not require restarting to use the installed plugin.

Steps to Reproduce:
1. Install a plugin.
Actual Results:  
The extension manager says "This extension will be enabled when Firefox restarts."

Expected Results:  
The extension is enabled.
