436368 - set up talos nochrome and talos fast cycle machines for moz2

Description

These sets compromise the secondary talos support for moz2 (primary support is talos triads over all five platforms).

nochrome is one talos machines per platform (5 machines total) testing the browser without browser chrome enabled.

fast cycle is 3 talos machines (winxp, mac tiger, ubuntu linux) running the reduced talos test set for quicker results.

Numbers look good on staging.  These machine are directly comparable to fast cycling machines on 1.8/1.9 and, at this stage, should pretty much match the numbers reported for 1.9 machines.
