The Restart firefox button in Addons Manager doesnt restart if Prefs window is open.   Clicking the restart button will only close both the Addons Manager Window and the Preferences window, but not the browser itself.

ALternately, if you replaced the prefs window with another popup window (eg. Error console), then the restart button correctly shutsdown firefox as expected.

Reproducible: Always

Steps to Reproduce:
1. launch RC2
2. in Addons manager, install an extension that requires a restart (eg. Digg Firefox Extension)
3. Wait for the "Restart Firefox" button to appear
4. Now switch over to the firefox menu, and open up Options (or preferences)
5. Go back to addons manager, and click Restart
6. Verify only the small windows close, but not firefox itself to restart.
Actual Results:  
Firefox window does not restart, only AM and prefs windows closes.

Expected Results:  
Firefox should restart entirely.
