Reproducible: Always Steps to Reproduce: see video :) it's pretty clear. navigate to a site, attempt to drop it onto the bookmarks toolbar. Actual Results: context tool-tip interferes Expected Results: the bookmarks folder should at least open; it would be nice if the tool tip either disappeared when the cursor was over the toolbar, or became partially transparent.
