Reproducible: Always Steps to Reproduce: 1. Edit->Prefernces->Main 2. Set "When firefox starts" to "Show a blank page" 3. Open some random websites, each in a separate tab 4. Restart Firefox Actual Results: Firefox loads all the tabs that were opened the last time. Expected Results: Firefox should display an empty page.

If you close Firefox with more than 1 tab open, you get a dialog box asking if you want to open them again the next time you start up (one time only). The 'Save button is the default, so maybe you pressed return without reading the dialog box ? In that case, it's as designed. Another possibility is that Firefox actually crashed when you tried to restart. But then you would have seen a warning dialog box when you start up, asking if your want to reopen them or not.
I had indeed pressed <enter> without realizing that doing so results in reloading the tabs next time. I've just disabled that warning dialog box because I don't care about being warned about closing multiple tabs anyway. Sorry for the noise.
