If only the download manager is open and the user clicks on the doc icon, they probably want to have a new Firefox window, since this is the behavior when the download manager window is not open.
This is how it is in Safari.

Taking me forever to get traction here. The code that handles the dock click (that is relevant to our situation) is in nsNativeAppSupportCocoa::ReOpen
For what it is worth, this looks like a polish-hard bug. There isn't an "easy" fix here.

do we not have a way to see if a window is a normal window vs a download manager (really any non-browser) window?
The browser has a special name (name attribute) AFAIK. You should be able use nsIWindowMediator to see if any browser window is open.
This bug's priority relative to the set of other polish bugs is: P2 - Polish issue that is in a secondary interface, occasionally encountered, and is easily identifiable. This is kind hard to classify as primary / secondary UI since it relates to the main window, but only triggers when there isn't a main window. Either way, the issue is moderately encountered, and really obvious when it is a problem ("hey, where's my window Firefox?")
