439439 - Download Manager is inconsistent with the rest of the UI

I've seen this come up in lots of places - the search bar is at the bottom right of the downloads window, whereas everywhere else (with the exception of the add-ons manager) it is at the top right.  We should fix this to make it more consistent with the rest of the UI in all applications.

1) That is not a patch
2) This issue is being discussed in mozilla.dev.apps.firefox, like the status whiteboard indicates.

This isn't a good UI interaction model because the top (and especially the top left) should be primary UI actions.  Clear List and Search are clearly not.
