Example: Start entering a post in Blogger.  Try to embed a picture.  In the past, it would open a new tab if "Open new pages in a new tab" was set.  Now it opens a new window.

Reproducible: Always

Steps to Reproduce:
1. Enter Blogger
2. Try to Embed Picture
3. New window opens instead of new tab.

Note: this is just an example, it happens in other instances as well.
Actual Results:  
opens a new window

Expected Results:  
Should open a new tab.
Entered bug in FF2 ... reverted after finding issue, but issue exists only in FF3.
Can you give another URL (without login) where this happens?
Goto MSNBC.com.  Select one of the links to a video.  In FF2 with that setting it will open in a new tab.  In FF3 it will open in a new Window.

Note I am running TabMixPlus but when I disable it it still acts the same.
This is probably happening because the site specifies a size for the popup.  See this page for how to change the behavior:
