firefox is downloading file, but don't recieve agree from user!!!!

Firefox is starting download immediately when "save as" dialog is displaying,
but "save" botton is dont't already clicked! Download starting in time for navigating filesystem by user to change "save" directory. After, user may be canceling this dialog, but lot of megabytes is already downloaded to computer and user lost unknown money on i-net trafic. This situation repeats always when user choose "save as" dialog, and few after, cancel this. This situation is potentialy a law-alertely event from users to a developers or other, - user don't agree operation, but operation is start already.
It's have in all firefox 2.x and 3.x.
This is a bad situation , and firely correct is necessary starting, by adding
to firefox special option (on/off) for manual control for this "Fast download" feature, or simple full close this situation (not adding option).

Steps to Reproduce:
1.click on link
2..."save as" dialogue is displaying
3. in this time firefox already start download, but "save" botton dont click by user!!!! it's starting is hidden.
Actual Results:
lost money on a trafic by all people if click "cancel" few(or many) time after navigating in file system for change save directory.
Expected Results:
find "unknown" download trafic
in right, firefox is don't start download in save as... dialog, - only when "save" botton click by user, and AFTER, firefox starting download in all choices.

This is intentional, to not waste time while finding the directory you want to save it in. Bug 438905 is about making this an option for people who have restricted bandwidth.
