The open downloads folder button is missing from the bottom portion of the Downloads Dialog.  Please put it back!!!!

Reproducible: Always

Steps to Reproduce:
1. Open the Downloads Dialog (ctrl+J)
2. Don't care about the files, if any, in the list.
3. See the clear list button. 
Actual Results:  
Where's the open downloads folder button?

Expected Results:  
Should see the downloads folder button.

This dialog is probably one of the most discissed changes in Fx 3. Currently you can open the folder using the context menu on any one item. It's doubtful more of the older UI will be added going forward. See bug 400495, which revolved around the clear list button for some background.
