if I migrate a profile from 4.x that doesn't have a fat file, when I open mail 
news migration will fail.

it will migrate some of the accounts and then throw up the account wizard.

to get a 4.x profile with no news fat file is easy:

create a 4.x profile, but never use news.

dimi and I saw this with a new profile we created on my windows box.

Does it screw up the mail migration?  or the news migration?  We assume news and 
are making [nsbeta2-].  If it is mail, please remove [nsbeta2-] and resubmit.

it screws up migration.  we stop migrating accounts and because we fail, we
throw up the account wizard.

OK using july 19 commercial build NT 4.0
OK using july 18 commercial build mac OS 9.0

Migration process completes, do not get wizard (but there is no news account
migrated).
