Can not resize Sidebar area in 3 pane Mail UI

Details
Steps:
1) Launch Seamonkey Mail
2) Maximize window
3) Try to increase the size of the Sidebar area
Actual Results: Sidebar is completely closed so you can not even see a single
Sidebar tab's content (too small). In addition, you can not resize the area so
there is less view for your mail folders.
Expected Results: By default, Sidebar in mail is larger so more visiable and
useful initially. In addition, you should be able to resize the Sidebar area to
get to a Sidebar tab.
