Details

If you open the bookmarks menu you will see that bookmarks with long titles are clipped (ellipsses), but no tooltip is shown when you mouse over them. There is no way to see the actual name of the bookmark (unless you open up the library).
None of the items in the Bookmarks menu (the menu items under
Bookmarks in the main menu) ever show tooltips, on any platform.
