I've created a simplified version of the bug, and linked it accordingly.

Setup:  I have a div with overflow-y shown, but overflow-x hidden.  Within that div is a larger div with Navigation Links to link to.  Whenever a link is clicked on, the content in the main div is repositioned to the corresponding div.

Bug:  after clicking on a link, any attempt to scroll down, however, will cause the content to 'jump' back to the original position.

Reproducible: Always

Steps to Reproduce:
1.  Click on "link 2" or "link 1."  This repositions the content in the main div.
2.  Attempt to scroll down in the main div.
Actual Results:  
Notice the content position jump back to the original position.


Expected Results:  
Remained at the position of the clicked link.

I've simplified the problem, and have a link to the css within the site.

Thanks for the testcase, I simplified it a bit more in this testcase.
